Go to Settings > Wallpaper > Add New Wallpaper.

Tap 'Photos', find Live Photos album, and select the Live Photo you want to set.

Tap 'Add' and select 'Set as Wallpaper Pair'. Live wallpapers only animate on the lock screen.
